On January 1st, 2016, the French mixed Nephrops and hake fishery of the Grande Vasière, an area located in the Bay of Biscay, fell under the discard ban implemented as part of the new European Common Fisheries Policy. The fleet records historically high levels of discard despite numerous gear selectivity studies. Together with high discards survival, new technological solutions to minimize catches of undersized individuals could justify local exemptions from the discard ban. North Sea cod Gadus morhua stock is outside safe biological limits, and total allowable catch (TAC) management has proved ineffective to rebuild the stock. The European Commission is considering the imposition of a discard ban to preserve vulnerable and economically important fish stocks. We explored the potential effects of a discard ban in mixed fisheries management using the French mixed fisheries in the Eastern English Channel as a model system. The European fisheries management is currently undergoing a fundamental change in the handling of catches of commercial fisheries with the implementation of the 2013 Common Fisheries Policy. One of the main objectives of the policy is to end the practice of discarding in the EU by 2019. For the ecosystem approach to fisheries management, understanding population dynamics and ecosystem resilience in response to the landing obligation acted by the reform of the European Common Fishery Policy (CFP) is currently an important avenue of research. This study attempts to assess the impact of the new CFP on marine food webs. Total carbon and nitrogen loss induced by a discard ban were estimated for the ecosystem of the Bay of Biscay based on French At-Sea Observer data and carbon and nitrogen content of discarded fish. In the Bay of Biscay, the selective properties of otter trawls have mainly been studied with regard to single species. However, for bottom trawl multispecific fisheries targeting fish, it remains challenging to find a selective device capable of limiting catches of small individuals of several species without commercial losses. The present study focuses on an innovative technical solution to reduce catches of undersized individuals in a multispecies bottom trawl fishery in the Bay of Biscay.
